The best condition to get a nation to join voluntarily is the same now as it was before, it's when they are being threatened by a much larger nation outside of the empire. The ui element was put in simply to remove the RNG of the AI coming into the Empire, these modifiers you see on the invite has always been in the game, it was just RNG and hidden from the player before, now you can just guarentee that someone can join if they meet the conditions.
